All You Need To Know About NTUC CTC Grant

NTUC's e2i (Employment and Employability Institute) has introduced a type of grant that will allocate funding supports to help boost for productivity in business operations and to improve work prospects for employees of your company.

This grant is capable to any applicants (business owners) depending on a case-by-case basis with the guarantee to bring about workforce and enterprise transformation. For instance, it will let your employees' jobs be redesigned and perform with better efficiency in their daily work.

Understanding Tripartism


Tripartism in Singapore refers to the distinctive cooperative strategy used by businesses, unions, and the government to advance common social and economic goals and produce win-win outcomes for all stakeholders in a non-confrontational and impartial manner collaboratively.


The Labour Movement will aim to develop CTCs in 1,000 enterprises across all six Industry Transformation Map (ITM) clusters by 2022 with an eye toward this future of changing into a better workforce in businesses with greater labour benefits.

Manufacturing, built environment, commerce and connectivity, domestic services, professional services, and lifestyle are among the six clusters.



This cooperative strategy, where training will be co-developed by unions, training providers, and higher education institutions in support of business demands, is estimated to benefit more than 330,000 people.


But you might wonder why. This is where the Labour Movement's role plays a vital part.


It is to connect workers and companies with training opportunities reliant on its network. In parallel, the Labour Movement will collaborate with academic institutions to create relevant training programs that will assist employees in acquiring the technology, technical and essential skills necessary to meet workplace needs.

What Is CTC (Company Training Committee)? How Does It Work?


Now let's take a greater look at CTC in a nutshell.

In order to stay relevant and representative in further development across working sectors, NTUC has formed a new committee called Company Training Committee (CTC). The CTC comprises representatives from unions, employers, and higher education institutions.


The formation of CTC will provide guidance on how to design and deliver training courses that can help businesses transform their workplaces. For example, the team helps companies translate these strategies into actionable outcomes such as technology adoption, job redesign, and skills upgrading.


Through the various programmes and initiatives, NTUC Training and Transformation partners with the unions to develop a future workforce that is strategically positioned to drive business growth in accordance with industry development trends and strategies.

NTUC CTC Grant

As far as NTUC CTC Grant is concerned, it is capped at $70 million as a business transformation project.


Like we covered in this article before, the grant is administered by NTUC's Employment and Employability Institute (e2i) and is intended to assist organisations that have established NTUC Company Training Committee (CTC) in putting transformation plans into action that will improve workforce alongside business strategies as transformation outcomes.


The grant strengthens employee and business outcomes to achieve:

Enterprise transformationWorkforce transformation
Increased productivity, innovation, and/or business capabilitiesImproved career opportunities and pay for local workers (Singapore citizens and Singapore permanent residents) through initiatives like job redesign


To obtain at least 1 of the following worker outcomes, the applicant must commit to:

Wage increase or a Career Development Plan (CDP) that is implemented and shared with staff.

What Can Be Received As Grant Support?


Items must be deemed pertinent and connected to transformation efforts and plans that produce positive outcomes for workers and businesses.

Examples of items that can be supported include:

Equipment, software, and consulting services for OEM and related software.

Eligibility For The CTC Grant


Your business needs to be legally registered or incorporated in Singapore to be qualified for grant application. To add, this grant is not only meant for companies, but also societies, non-profit organisations as well as social service agencies.

If your business is eligible, then you can benefit for the funding support of up to 70% of qualifying cost per project as a grant recipient. However, the total funded amount will be evaluated upon outstanding quality of a project underlying advantageous benefits to business transformation and the total cost of project in the view of worker outcomes.

How To Apply: Required Documents


Here's a step-by-step guide for application process of the CTC Grant:


Then, you must create a transformation plan and demonstrate how it improves workers and business outcomes.

With your NTUC / Worker representative* and CTC senior management representative categorized as Owner, MD, GM, CEO or key decision maker, you should go over and validate transformation strategy together.

Essentially, the applicant must involve e2i to examine their project application before submitting it.

When To Apply?


You can already start applying since 1 August 2022 through 31 July 2026 for the CTC Grant. You must submit an online application using the NTUC CTC grant application kit (download below). Note that only online applications will be accepted.

Useful Tips


What you should do for now is that:

  • To set up CTCs, contact your union or email here.
  • Before your submission, send your draft transformation plan to e2i here.
  • Complete the application kit which consists of Parts A and B and then submit via online in form or to an e2i officer.

How To Claim Submission


Your claim must be submitted within one month of the completion of your authorized project and achievement of the committed outcomes.

After that you must fill out and send the NTUC CTC Grant Claim Form and Outcome Report to ctcgrant@e2i.com.sg in order to submit claims. Once your claim is accepted, you will be notified through email.
